Amends Education Law Section 7209 to allow foreign not-for-profit corporations engaged in conservation engineering to obtain a certificate of authority to do business in New York without meeting standard licensing requirements.

Permits not-for-profit corporations to provide professional engineering services for tidal wetland restoration, freshwater wetland restoration, habitat restoration, groundwater recharge, or natural infrastructure projects.

Modifies Education Law Section 7210 to authorize foreign not-for-profit corporations engaged in conservation efforts to apply for and obtain certificates of authorization for professional engineering and land surveying services.

Certificates of authorization issued to not-for-profit corporations remain valid for three years and are subject to oversight and discipline by the Regents of the University of the State of New York.

Becomes effective immediately upon enactment.
