Establishes responsibilities for the czar including publicizing affordable housing opportunities, creating a centralized website for housing applications, serving as an ombudsman for housing seekers, and ensuring developer compliance with state housing mandates.

Forms a 10-member volunteer task force with three-year terms, including the commissioner and housing czar, with remaining eight members appointed by the temporary senate president, senate minority leader, assembly speaker, and assembly minority leader.

Requires the volunteer task force to issue a report to the legislature within one year of formation containing recommendations regarding affordable housing in New York state.

Takes effect 90 days after becoming law.
