Authorizes the Village of Ballston Spa to transfer ownership of the Woods Hollow Nature Preserve to the Town of Milton for park and recreational purposes.

Requires the Town of Milton to provide equal access to the parkland for all residents of both the Village of Ballston Spa and the Town of Milton, with no higher fees for Village residents.

Stipulates that revenues from the transfer must be used for capital improvements or acquisition of existing or new park and recreational facilities.

Includes a reversion clause requiring the land to return to the Village of Ballston Spa if it ceases to be used for park and recreational purposes.

Requires compliance with federal requirements if the parkland was previously funded by federal government support, including obtaining approval from the Secretary of the Interior regarding land substitution.
