Creates an 11-member temporary state commission to study asthma incidence in Brooklyn, with particular focus on youth in communities with unemployment rates exceeding 125% of the statewide level

Commission composition: five members appointed by the governor (including representatives from Department of Health and Department of Environmental Conservation), two by the Senate Temporary President, one by Senate Minority Leader, two by Assembly Speaker, and one by Assembly Minority Leader

Nine of the eleven members must reside in a city with a population of one million or more; members serve at the pleasure of the appointing official and receive no compensation but are reimbursed for necessary expenses

Commission has full powers of a legislative committee, may meet in and out of state, and must hold at least one public hearing each quarter

Commission must submit findings and recommendations to the governor, Senate Temporary President, and Assembly Speaker no later than one year after the effective date
