Authorizes the Village of Sleepy Hollow village board to adopt a residential parking permit system by local law or ordinance, with fees credited to the village general fund.

Parking permit system may only be established on 41 specified streets in Sleepy Hollow (Andrews Lane through Westward Drive), excluding portions adjacent to commercially or retail-zoned properties.

Requires permits to exempt vehicles registered under vehicle and traffic law section 404-a, designate times and days for permit enforcement, and reserve at least 20 percent of spaces for nonresidents with minimum 60-minute short-term parking availability.

Addresses parking shortages caused by train station commuters and approximately 100,000 annual tourists visiting Sleepy Hollow, cited as creating traffic hazards, congestion, and pollution in residential areas.

Requires public hearing conducted per municipal home rule law procedures before ordinance adoption, and does not apply to state-maintained highways.
