Amends chapter 544 of the laws of 2022 to authorize the City of New York to discontinue additional parkland in the Bronx and grant easements to the Metropolitan Transportation Authority for Metro-North railroad improvements related to the Penn Station Access project.

Adds section 3-b describing two new easement areas (Easement 9 and Easement 10) on Block 3861, Lot 14 in the Bronx for access and service vehicle parking purposes.

Easement 9 comprises approximately 3,791 square feet (0.087 acres) for an access easement over an existing path.

Easement 10 comprises approximately 1,292 square feet (0.030 acres) as a permanent easement for service vehicle parking.

Maintains existing federal requirements that the City of New York must comply with any federal conditions regarding parkland conversion, including obtaining approval from the Secretary of the Interior.
