Requires all persons and business entities conducting radon measurement or mitigation in New York State to obtain valid licenses from the Department of Labor, with exemptions for owner-occupants of single-family homes and government agency employees.

Establishes licensure requirements for radon measurement professionals and radon mitigation professionals, including certification from department-approved credentialing bodies, general liability insurance, and maintenance of quality assurance/management plans.

Authorizes the Department of Labor to examine records, inspect radon measurement and mitigation sites, and impose civil penalties up to $2,000 for initial violations and $10,000 for subsequent violations, with authority to suspend or revoke licenses for cause.

Requires licensees to retain records for a minimum of five years or the length of any warranty, whichever is greater, and mandates reporting of radon measurements and mitigation to the Department of Health.

Establishes the Radon Mitigation and Control Fund to collect all fees and fines from radon licensing activities, with monies expended solely for administering the radon licensing program.
