Establishes the New York state preceptor stipend program administered by the office of the professions to provide $5,000 stipends to qualified preceptor clinicians.

Defines eligible preceptor clinicians as physicians, physician assistants, specialist assistants, certified registered nurse anesthetists, registered professional nurses, nurse practitioners, clinical nurse specialists, and midwives who provide clinical preceptorships without compensation.

Limits eligible clinical preceptorships to those in family medicine, internal medicine, pediatrics, obstetrics and gynecology, emergency medicine, psychiatry, home healthcare, general surgery, or gerontology for students in New York state-approved educational programs.

Requires the office of the professions to promulgate rules, create application and registration processes, establish qualification criteria, and conduct annual audits of applicants and stipend distributions.

Caps first-year program funding at $5 million from the office of the professions account, with implementation effective 180 days after enactment.
