Creates a fourteenth judicial district consisting of Putnam, Dutchess, Orange, and Rockland counties, separated from the current ninth judicial district which will contain only Westchester County.

Reduces the number of Supreme Court justices in the ninth judicial district from 34 to 18, and establishes 11 justices for the new fourteenth judicial district.

Assigns 15 named justices to the fourteenth judicial district and 22 named justices to the reconstituted ninth judicial district, with any vacant positions as of June 15, 2024 going to the ninth district.

Protects the rights, privileges, and compensation of all officers and employees of the Supreme Court in office on January 1, 2025, transferring those in the four counties to the fourteenth district and those in Westchester to the ninth district.

Takes effect on January 1, 2025.
