Expands eligibility for disabled person vehicle plates to include caregivers, family members, and guardians who transport severely disabled persons, not just the disabled person themselves.

Defines "eligible person" as a severely disabled person or any parent, spouse, guardian, caregiver, or other family member responsible for transporting a severely disabled person or disabled veteran by motor vehicle.

Establishes formal definitions section for "severely disabled person" including those with limited use of lower limbs, neuro-muscular dysfunction, physical/mental impairments certified by licensed healthcare providers, blind persons, or deaf persons.

Allows physicians, physician assistants, nurse practitioners, podiatrists, and optometrists (within their scope of practice) to certify disability eligibility for plate registration.

Effective 90 days after enactment, with authorization for the Department of Motor Vehicles to promulgate necessary rules and regulations immediately upon passage.
