Requires the Public Schools Athletic League, New York State Public High School Athletic Association, and other high school interscholastic athletic associations to hold separate state championships for public and non-public schools.

Prohibits public and non-public schools from competing against each other in interscholastic athletic competitions prior to any state interscholastic athletic championships for a particular sport.

Takes effect July 1 following the date the bill becomes law.

Authorizes the commissioner of education to adopt rules and regulations necessary for implementation by the effective date.
