Establishes new Article 21-B in New York labor law creating protections for telecommunications tower technicians employed on state procurement contracts for tower services.

Requires tower technicians to receive 11 specified trainings during work hours without loss of pay, including OSHA 1926 standards, first aid/CPR, radiofrequency radiation awareness, bloodborne pathogens, and competent climber/rescuer courses.

Mandates bidders submit detailed information with contract bids including contractor/subcontractor names, tax identification numbers, licenses, employee certifications, job titles and wages for tower technicians, and any previous labor law violations or criminal convictions.

Requires bidders to provide updated information annually to the state comptroller and department separate from the bidding process.

Takes effect immediately upon enactment.
