Amends Section 95 of the Social Services Law to allow SNAP (Supplemental Nutrition Assistance Program) benefits to be used for purchasing menstrual products.

Requires the Department of Social Services to apply for a federal waiver or authorization within 90 days of the law's effective date to permit SNAP benefit use for menstrual products.

Defines eligible menstrual products as tampons, pads, menstrual cups (both disposable and reusable), and other products used for catching menstruation and vaginal discharge.

Takes effect immediately, with implementation contingent upon receipt of federal waiver or authorization from the government.

Requires the Office of Temporary and Disability Assistance to notify the Legislative Bill Drafting Commission once federal authorization is obtained.
