Prohibits any person from taking horseshoe crabs (Limulus sp.) from New York waters for commercial or biomedical purposes, effective January 1, 2025.

Exempts horseshoe crabs from the department's crab management regulations that currently apply to all crab species, removing them from commercial permitting requirements.

Allows horseshoe crab collection only for bona fide scientific or educational purposes, such as public or not-for-profit zoos and aquaria, as determined by the commissioner through rules and regulations.

Extends the department's authority to regulate other crab species (excluding horseshoe crabs) through December 31, 2026, including setting size limits, catch limits, seasons, and fishing restrictions.
