Expands regulatory oversight of social adult day care programs to include those receiving private funding or other public funding, not just state-funded programs.

Requires the director to inspect each social adult day care program prior to operation and at least once every five years, with programs receiving a certificate of inspection upon successful completion.

Mandates that new social adult day care programs receive certification of inspection before becoming eligible for public funding, with existing programs having until December 31, 2029 to complete initial inspection.

Requires each social adult day care program to submit annual self-certification of administrative, fiscal, and programmatic operations starting January 1, 2030, with failure to submit resulting in ineligibility for public funding.

Prohibits any person or entity from identifying or marketing themselves as providing a social adult day care program unless they meet the requirements established in this section.
