Authorizes SUNY Stony Brook trustees to lease approximately 8 acres of underutilized land in the Research and Development Park for developing a facility supporting research and development, including semiconductor chip shortage and environmental sustainability initiatives.

Permits leases up to 99 years without public bidding, subject to approval by the director of the division of the budget, attorney general, and state comptroller, with all improvements reverting to SUNY upon lease expiration or cessation of permitted use.

Requires all construction work on the project to comply with prevailing wage requirements and public works standards under Article 8 of the Labor Law, and mandates competitive bidding for contracts between the ground lessee and subcontractors.

Imposes indemnity obligations on the lessee to hold harmless the lessor against all claims and liabilities arising from tenant use or occupation of the leased premises.

Requires the lease be executed within 5 years of the act's effective date, with the act taking effect immediately upon enactment.
