Establishes up to 1,700 positions in school districts that can be filled by persons with developmental disabilities, including intellectual disabilities, cerebral palsy, Down syndrome, autism spectrum disorders, Prader-Willi syndrome, and other neurological impairments.

Classifies these positions as noncompetitive and allows them to be filled on a full-time or part-time basis by individuals certified by the employee health service of the department or the office for people with developmental disabilities.

Guarantees that employees hired under this program have the same opportunity to take promotional examinations as employees in the competitive class.

Takes effect immediately upon enactment.
