Adds "ethno-religious persons unified by a common religious and ethnic background" as a category of minority group members under the Executive Law sections governing minority and women-owned business enterprises (MWBE).

Expands the definition of "minority business enterprise" in the Economic Development Law to include ethno-religious persons, requiring at least 51% ownership by citizens or permanent resident noncitizens in this category.

Extends ethno-religious eligibility to MWBE participation requirements in the Environmental Conservation Law for state projects and the Transportation Law for transportation infrastructure renewal projects.

Takes effect immediately upon enactment, though amendments to certain Executive Law sections are deemed repealed if those sections are subsequently repealed.
