Authorizes the Town of Brookhaven to convey easements to West Ferry Office, LLC for construction of below-surface sewer lines under parkland located at Port Jefferson (lots 3 and 4, containing approximately 0.148 acres).

Requires the Town of Brookhaven to dedicate an amount equal to or greater than the fair market value of the easement toward acquisition of new parklands and/or capital improvements to existing parklands and recreational facilities within the town.

Conditions the easement conveyance on compliance with federal requirements for parkland alienation or conversion, including approval from the Secretary of the Interior that substituted lands are equivalent in fair market value and usefulness.

Requires West Ferry Office, LLC to restore the surface of the parkland upon completion of sewer construction, with the lands continuing to be used for park purposes.

Takes effect immediately upon enactment.
