Department of Education shall develop model codes of conduct on school property in collaboration with the New York State Council of School Superintendents and the New York State School Boards Association

Model codes shall apply to all buildings, structures, and outdoor grounds within legally defined property boundaries of public or private pre-school, nursery school, elementary, or secondary schools

Model codes must include provisions addressing cellphone use by students during school hours and classroom instruction

Department shall post the model codes to its website

Act takes effect July 1 following enactment, with authority for necessary rule or regulation amendments to be completed by that date
