Expands the recruitment incentive and retention program to include New York guard members alongside New York army national guard, New York air national guard, and New York naval militia members.

Extends eligibility for tuition benefits to include post-graduate degree programs in addition to post-secondary programs.

Extends the expiration date of the program from September 1, 2026 to September 1, 2031.

Allows individuals who began receiving benefits before expiration to continue receiving them until completion of a baccalaureate degree or loss of active member status, whichever occurs first.

Takes effect immediately, with amendments to education law subject to repeal when the underlying program expires.
