Requires courts to make a finding on the record before ordering any exclusion of the public or news media from proceedings.

Authorizes courts to instruct news media representatives regarding courtroom conduct, seating assignments, and other matters affecting proceeding decorum and safety of parties.

Preserves the chief administrator of courts' authority to prevent release of sensitive information concerning persons, including children, involved in family court cases.
