Requires major petroleum suppliers (operators of facilities with minimum 400,000-gallon storage capacity) and petroleum product pipeline operators to register with the New York State Energy Research and Development Authority by October 1, 2024, providing facility details, contact information, storage capacities, and transportation modes.

Mandates annual reports due February 1st of each year containing information on petroleum product types, throughput, delivery points, transportation capabilities, and backup power capability for suppliers and operational status for pipeline operators.

Requires quarterly reports within 30 days of each calendar quarter detailing petroleum product types and quantities, inventory levels, origination and delivery points, and operational status for both suppliers and pipeline operators.

Establishes daily reporting requirements during declared energy or fuel supply emergencies and weekly winter seasonal reporting (September 1 through March 31) to track fuel availability and supply concerns.

Imposes civil penalties of up to $10,000 per day per violation, with the Attorney General authorized to enforce penalties and seek injunctions; all collected funds deposited into a segregated account for administering the program.
