Adds "energy services company" (ESCO) to the definition of utility services providers covered under New York's abandoned property law.

Expands the scope of unclaimed deposits and advance payments held by utilities to include deposits made to ESCOs for energy services furnished through utility transmission or distribution systems.

Requires ESCOs to publish annual notices of unclaimed property, report abandoned property to the state comptroller by September 10th, and maintain lists of entitled persons.

Applies existing abandoned property procedures to ESCOs, including the two-year period after service termination for deposits and advance payments to be deemed abandoned.

Takes effect immediately upon enactment.
