Removes pier 76 from the list of excluded areas and incorporates it into Hudson River Park under Hudson River Park Trust operational control.

Permits commercial office buildings at piers 57 and 76, with height limited to 185 feet at pier 76 and restrictions on location proximate to the pier's edge.

Authorizes large-scale amusement rides, tourist attractions, warehouse facilities for waterborne transportation, and floating restaurants exclusively at pier 76.

Requires at least 50 percent of pier 76's footprint be dedicated to park uses, prohibits commercial or municipal parking garages at the pier, and allows reconstruction outside the historic footprint while maintaining the same total footprint size.

Establishes a West 30th Street heliport site task force with representatives from community boards, elected officials, and state/city agencies to review and comment on heliport proposals before final request for proposals is issued.
