Amends Vehicle and Traffic Law Section 238 to allow parking violation notices to be served by first-class mail to vehicle owners when the operator is not present at the time of violation.

Establishes different timelines for mailing notices based on vehicle registration: within 14 business days for New York-registered vehicles and within 45 business days for out-of-state registered vehicles.

Provides vehicle owners an additional 60 days to respond to violation notices when served by first-class mail to a post office box address.

Updates gendered language in the statute from "he/his" to gender-neutral terms such as "such person" and "their."

Takes effect immediately upon enactment.
