State parking facilities with 50-200 spaces must install EV charging stations in at least 10% of spaces; facilities with over 200 spaces must install in at least 20% of spaces.

EV charging stations on state properties must support minimum 40 amperes and 208 volts, with the Office of General Services responsible for installation, maintenance, and necessary electrical upgrades.

New construction with dedicated parking must include EV charging stations and EV-ready parking spaces at varying percentages based on building type: single-family homes need at least one EV-ready space per unit; multi-unit residential buildings need 100% EV-ready spaces with 20% equipped with level 2 chargers; commercial buildings with 1-10 spaces need at least one EV-ready or charging space, and buildings with 11+ spaces need 20% EV-ready spaces with 10% equipped with level 2 or DC fast chargers.

Building owners may request waivers from local departments of buildings if compliance presents undue hardship due to utility limitations or geographic constraints.

100% affordable housing buildings are exempt from the new construction requirements; bill takes effect April 1 following enactment.
