Amends Transportation Corporations Law to allow Tuxedo's sewage-works corporation to file liens on real property when homeowner payments remain unpaid for one calendar year from the date of the first missed payment.

Liens filed under this section are enforced under Article 3 of the Lien Law and do not have priority over other security interests in the property.

Requires liens to be filed and recorded with the appropriate county municipal office where the real property is located.

Grants the sewage-works corporation one year from the end of the one-year payment default period to file a notice of lien, with service of notice required within ten days of filing.

Amends the Lien Law to permit enforcement of sewage-works corporation liens through civil action in supreme court or county court regardless of debt amount, provided Transportation Corporations Law section 125 requirements are met.
