Increases mandatory annual training hours for county planning board members from 4 to 5 hours per year.

Requires at least 1 of the 5 annual training hours focus on environmentally conscious planning, including climate leadership and community protection act compliance, farmland conservation, climate justice, and sustainable site design.

Applies new 5-hour minimum training requirement to planning board members in cities (except cities over 1 million population), town planning boards, and village planning boards.

Applies new 5-hour minimum training requirement to zoning/appeals board members in cities (except cities over 1 million population), towns, and villages.

Specifies that excess environmentally conscious planning training cannot be carried over to succeeding years, while other training hours may be carried over; takes effect January 1 following enactment.
