Amends Legislative Law by adding section 43-a to allow state and local government entities to immediately begin creating rules and regulations needed to implement legislation, even if the legislation's effective date is delayed.

Permits implementing actions to commence when legislation becomes law, rather than waiting until the law's stated effective date, unless the act specifies otherwise.

Clarifies that emergency rule-making authority under this section is limited to situations that qualify as emergency rule-making under applicable law.

Establishes that when an act amends a provision scheduled for repeal or expiration, the amendment itself will also be repealed or expire on that same date, unless the act provides differently.

Takes effect immediately upon enactment.
