Requires state agencies, boards, departments, and commissions to collect and separately report demographic data for four distinct Black ethnic groups: Black/African Americans (descendants of enslaved persons in the US), African Blacks (individuals with ancestry from African countries), Caribbean Blacks (individuals with ancestry from Caribbean countries), and Central and South American Blacks (individuals with ancestry from Central and South American countries).

Mandates that state agencies collect demographic data on primary language spoken at home and ethnic group or ancestry as separate categories and tabulations.

Requires state agencies to publish collected demographic data on their websites by July 1, 2025, and annually thereafter, with exceptions for the Department of Labor, Division of Criminal Justice Services, Office of Mental Health, and Office of Temporary and Disability Assistance until two years after the law takes effect.

Establishes that demographic data must be made publicly accessible in accordance with state and federal law, excluding personal identifying information which remains confidential.

Takes effect 120 days after becoming law.
