Amends the Alcoholic Beverage Control Law to add a new subparagraph (xxiii) establishing licensing exceptions for specific parcels of land in Manhattan (Thompson Street, West Broadway, and Madison Avenue areas) and previously listed parcels in Wilmington, Essex County and Grand Island, Erie County.

Allows retail licensees with pre-existing interests in alcoholic beverage manufacturing or wholesale businesses at these designated locations to maintain those interests, subject to restrictions prohibiting direct purchases from their own manufacturers or wholesalers.

Limits retail licensees to purchasing no more than 15% of their annual alcoholic beverage dollar value from any manufacturer they have an interest in.

Provides that the licensing exception expires upon sale or transfer of the parcels unless the licensee immediately obtains a leasehold as part of the transaction, in which case the exception expires upon lease termination.

Requires the State Liquor Authority to notify the Legislative Bill Drafting Commission of any sale, transfer, or lease termination to maintain accurate records of the law's effective status.
