Establishes a comprehensive training program for care managers employed by care coordination organizations, to be developed by the Office of People with Disabilities in conjunction with care coordination organizations and disability advocacy organizations.

Requires care managers to complete the training program before working with clients.

Training program must include person-centered planning principles, effective communication strategies for individuals with developmental disabilities, understanding and respecting the rights of individuals with developmental disabilities including voting rights, cultural competence, and advocacy skills.

Training must cover compliance with relevant laws and regulations, knowledge of the health care system and available services including Medicaid waiver programs, and skills in identifying community resources and fostering collaboration among care team members.

Act takes effect 180 days after becoming law; authorizes necessary rule and regulation amendments effective immediately.
