Requires the office of addiction services and supports to adopt and implement a co-occurring disorders patient bill of rights in conjunction with state agencies including mental health, social services, corrections, and education.

Bill of rights includes 11 enumerated rights covering nondiscrimination, accurate screening and recognition, integrated services matched to needs, evidence-based treatment, continuity of care, family involvement, prevention access, accountability, peer advocacy, adequate provider resources, and safe housing.

Mandates submission of a report to the legislature and governor on integrated services delivery status including prevalence data of co-occurring disorders, current capability levels of mental health and substance use disorder programs, and degree of integration into primary care.

Requires development of a five-year implementation plan with annual progress reports, addressing regulatory changes, funding mechanisms, clinical competency development, and establishment of a state co-occurring disorders center of excellence with seven regional centers.

Appropriates $2,000,000 from the general fund to the office of addiction services and supports to implement the provisions of this act, effective 90 days after enactment.
