Extends the deadline for the Department of Environmental Conservation to adopt regulations for Northern Zone muzzle-loading firearm big game hunting from December 31, 2024 to December 31, 2027

Allows special hunting seasons in the Northern Zone of up to 14 days before or after the regular deer season, with a maximum of 16 days total per open area

Permits the department to specify regulations on deer types (either sex, antlerless only, or legal bucks only) and require special permits for hunters participating in the Northern Zone season

Requires the department to consider herd conditions and interests of communities, property owners, hunters, and other relevant stakeholders when establishing hunting regulations

Takes effect immediately upon enactment
