Amends Education Law Section 3627 to extend transportation aid caps through the 2024-2025 school year, with aid limited to $29.85 million plus the base amount for that year.

Establishes a new formula for transportation aid beginning in the 2025-2026 school year based on the personal income growth index, calculated as the base year amount multiplied by 2.5 times the positive difference of the personal income growth index minus one.

Defines "base amount" as the transportation aid paid for eligible expenditures in the 2012-2013 school year, excluding certain subdivision six provisions.

Requires school districts to continue annually expending at least the base amount for eligible transportation services.

Takes effect July 1, 2025, contingent on the effective date of Chapter 56 of the laws of 2024.
