Adds new section 149 to state finance law requiring state agencies to post information about emergency contracts and exempted contracts on their public websites within 30 days of execution.

Defines "emergency contract" as any contract that would normally require comptroller approval but is executed under a gubernatorial emergency order suspending that requirement.

Defines "exempted contract" as any contract that would normally require comptroller approval but is executed under a law that expressly suspends or exempts it from that requirement.

Requires posted information to include the emergency declaration or exempting law, contract amount, vendor names, contract terms, description of services, explanation of how it relates to the emergency (if applicable), and whether a competitive bidding process was used.

Prohibits the governor from suspending, modifying, or altering this public posting requirement, even during a state disaster emergency.
