Mandates development of an interactive procurement corruption prevention training program in consultation with the city's department of investigation, covering federal, state, and local bribery and gratuities laws, criminal liabilities, and reporting obligations; requires annual training for all purchasing personnel.

Establishes affirmative obligation for all authority officers and employees to report directly to the department of investigation any knowledge of corrupt or criminal activity or conflicts of interest, with failure to report constituting cause for removal or other penalty.

Requires authorities using pre-qualified vendor lists to mandate vendor training on procurement policies, anti-corruption laws, and vendor responsibilities; vendors must sign acknowledgment forms confirming understanding that offering or accepting bribes is a criminal offense.

Mandates semiannual audits by quality assurance and compliance departments of procurement contracts, establishment of reasonable cost schedules for the fifteen most common service requests within ninety days, public posting of audit findings, and reporting of irregularities to the department of investigation.
