Establishes a new "Comprehensive Delivery" framework in State Finance Law Article 9-A allowing public entities to consolidate design, construction, finance, operations, and/or maintenance of infrastructure projects under single contracts with private development entities.

Authorizes public entities to conduct streamlined procurement processes including one-on-one negotiations with proposers, unsolicited proposals, and best-value selection without traditional competitive bidding requirements for projects over $200 million.

Permits development entities to set rates, collect revenues, and receive performance-based availability payments from public entities, with financing structured as non-recourse to the public entity and not counted as public debt.

Requires comprehensive agreements to include labor protections preserving existing public employee rights, collective bargaining status, and compliance with New York State Infrastructure Investment Act and New York City Public Works Investment Act requirements.

Extends public authority powers under Public Authorities Law to development entities operating approved projects, and grants municipalities, school districts, and district corporations authority to incur debt for implementing comprehensive delivery arrangements.
