Every graduating student from public or private high schools in New York must be provided with a voter registration application form in the same format as prescribed by election law.

School districts must transmit completed registration forms to the appropriate board of elections within 10 days of receipt, or if received within 20 days before an election, transmitted as soon as practicable but no later than 10 days before the election.

Applications received by school districts no later than 12 days before a primary, general, or special election and transmitted to the board by the 10-day deadline entitle qualified applicants to vote in that election.

School districts and employees are prohibited from disclosing voter registration information for purposes other than registration, and must maintain strict neutrality regarding party enrollment without discouraging registration.

The state board of elections must adopt rules, develop training programs for school staff, and distribute instructional materials; the commissioner of education must designate a department voter registration coordinator to implement the program.
