Creates requirement for "covered water systems" (serving 15+ year-round residential connections or 25+ year-round residents) to conduct free lead service line inspections on properties they serve.

Defines lead service lines to include pipes made of lead, lead goosenecks/pigtails/connectors, and galvanized service lines that are or were downstream of lead service lines.

Requires covered water systems to request customer consent and access for inspections, with 30-day response period; if customers fail to respond, non-owner adult occupants (tenants, etc.) may consent on their behalf.

Mandates free inspections occur within 60 days of receiving consent from either property owners or non-owner adult occupants.

Protects non-owner adult occupants from liability for providing inspection access and allows water systems to pursue locally adopted code provisions if consent cannot be obtained.
