Authorizes the Town of New Windsor to discontinue approximately 18 acres of parkland (three parcels totaling 5,650 sq ft, 590,196 sq ft, and 185,451 sq ft) for construction and expansion of a new sewer treatment plant.

Requires the Town to dedicate replacement parkland totaling approximately 83.33 acres (Parcel A: 74.76 acres and Parcel B: 8.57 acres) before discontinuing the original parklands.

Mandates that if replacement parkland fair market value is less than the alienated parkland value, the Town must dedicate the difference in funding for acquiring additional parklands or capital improvements to existing parks and recreational facilities.

Requires the Town to comply with all federal requirements pertaining to parkland alienation or conversion if the original parklands received any federal funding support or assistance for purchase, maintenance, or improvement.

Takes effect immediately upon enactment.
