Amends public health law to expand the definition of "health services purveyor" to include nonprofits, limited liability companies, and entities that facilitate health-related services including initiation, coordination, payment, delivery, or follow-up.

Adds new definition of "public health program" to cover clinical laboratory services supported by public funds or addressing recognized public health needs, including confidential testing for pregnancy termination, sexually transmitted infections, PrEP/PEP, drug screening, CDC-recommended testing, and preventive services with Grade A or B recommendations.

Exempts nonprofit clinics, health care providers, and health services purveyors supporting public health programs from restrictions on payment for clinical laboratory services.

Changes oversight authority for substance abuse and chemical dependence programs from the "office of alcoholism and substance abuse" to the "office of addiction services and supports."

Takes effect immediately upon enactment.
