Grants David M. Sturtz retroactive service credit under the New York State and Local Police and Fire Retirement System for his employment with the Onondaga County Sheriff's Department from October 14, 2002 through April 12, 2011.

Requires Sturtz to file a transfer application with the New York State and Local Employees' Retirement System before requesting service credit with the state comptroller, with the request deadline one year from the act's effective date.

Specifies that Sturtz will not receive a refund of employee contributions made to the New York State and Local Employees' Retirement System upon transfer.

Imposes a one-time past service cost of approximately $274,000 on the Village of Liverpool, payable by February 1, 2025, plus approximately $1,800 in increased annual contributions for fiscal year 2025.

Takes effect immediately upon enactment.
