Expands electronic filing authorization from Supreme Court and Civil Court of New York City to include District Courts, City Courts, Town and Village Justice Courts, and County Courts statewide for civil cases.

Establishes that electronic filing participation shall be strictly voluntary for unrepresented parties, while participation may be required or voluntary for represented parties as determined by the chief administrator.

Requires the chief administrator to consult with county clerks, district attorneys, organized bar associations, legal service providers, and other stakeholders before implementing mandatory electronic filing programs in any county.

Authorizes electronic filing programs in criminal courts (including NYC Criminal Court and district/city/justice courts) and family court, with unrepresented parties retaining the right to opt out or request participation.

Removes sunset provisions that previously limited the duration of electronic filing programs, making authorization for these programs permanent rather than temporary.
