Amends Article 11 of the Civil Practice Law and Rules to replace terminology of "poor person" with "party with insufficient means to pay costs, fees, and expenses"

Modifies motion procedures to allow courts to waive costs, fees, and expenses for parties unable to pay, rather than granting permission to "proceed as a poor person"

Updates provisions allowing courts to assign attorneys, provide stenographic transcripts at public expense, and permit typewritten briefs for parties granted waivers on appeal

Clarifies that parties granted waivers are not liable for costs or fees unless they recover by judgment or settlement, at which point the court may direct payment of reasonable amounts from the recovery

Makes corresponding language changes to Criminal Procedure Law Section 380.55 regarding application for waiver of costs, fees, and expenses on appeal; takes effect immediately
