Defines "veteran with a service-related disability" as a person who served in active military, naval, or air service, or received specific expeditionary medals, and was discharged under honorable conditions.

Requires the veteran to have a disability rating of 40 percent or higher from the Federal Veterans Administration or U.S. Department of Defense that was incurred in the line of duty.

Amends the affordable home ownership development program to allow preferences for households where the home buyer is a veteran with a service-related disability, in addition to serving the lowest income households.

Directs the Division of Housing and Community Renewal to promulgate rules and regulations documenting disability requirements.

Takes effect 90 days after becoming law.
