Establishes a regulated framework allowing adults 18+ to use psilocybin-containing fungi for qualifying health conditions including depression, anxiety, PTSD, chronic pain, substance use disorders, and 50+ other listed conditions, subject to health screening and educational permit course completion.

Permits licensed cultivators to commercially produce and distribute psilocybin to permit holders; requires cultivation in approved facilities with safety protocols, annual testing, potency labeling, and secure storage to prevent diversion.

Authorizes certified support services providers to offer non-medical, non-therapeutic risk reduction support services to permit holders; requires completion of training course (not to exceed $1,500) and biennial continuing education.

Limits permit holders to purchase maximum 2 ounces of dried psilocybin monthly from licensed cultivators, cultivate personal supply in limited home cultivation space, or receive non-commercial gifts from other permit holders; prohibits use within 500 feet of school grounds.

Removes psilocybin from controlled substance schedules, provides legal protections for permit holders and providers against arrest/prosecution, establishes 13-member advisory board to oversee program implementation, and directs Department of Health to promulgate regulations and report biennial to legislature.
