Requires utilities to cover 100% of customer-owned make-ready costs in disadvantaged communities and for public-serving fleets with 25+ vehicles; minimum 50% coverage in other areas.

Prohibits charging customer-owned make-ready costs directly or solely to the individual customer, requiring costs be recovered through general rates or surcharges.

Directs the Public Service Commission to approve tariffs within 90 days and define "disadvantaged community zone" for purposes of determining subsidy levels.
