Requires the New York Department of Education to collaborate with the New York state council of school superintendents and the New York state school boards association to produce model codes of conduct regarding cellphone use by students during school hours.

Model codes of conduct shall apply to all buildings, structures, and surrounding outdoor grounds (including entrances and exits) within the legally defined property boundaries of public and private pre-schools, nursery schools, elementary schools, and secondary schools.

Directs the Department of Education to post the model codes of conduct to its website.

Requires every school district board of education, the New York City school chancellor, all boards of cooperative educational services, charter schools, and nonpublic schools to develop their own policies and procedures for cellphone use by students during school hours.

Effective date is July 1 following enactment; authorizes immediate regulatory changes necessary for implementation.
